Abstract

The development of the Capital City of Nusantara (IKN) uses a BOT scheme to attract investment from the private sector. However, the use of this scheme raises issues related to compliance with laws and regulations and possible legal consequences. Several legal issues have arisen, including those related to the status of state assets, the use of the state budget/regional budget and potential violations of laws and regulations. The IKN with the BOT scheme requires caution and firmness in overcoming various obstacles and ensuring that the agreement scheme runs in accordance with the applicable legal and ethical corridors.
