Abstract

This study is motivateid by thei peirsisteintly high ratei of drug-reilateid reicidivism deispitei Law Numbeir 22 of 2022 on Correictions reigulating inmatei deiveilopmeint to preiveint reioffeinding. This study aims to analyzei thei impleimeintation of inmatei deiveilopmeint, thei rolei of correictional officeirs and thei obstacleis to reiducing drugreilateid reicidivism at thei Bangko Class IIB Correictional Facility. This eimpirical leigal study eimploys a qualitativei approach. Thei reisults show that peirsonality deiveilopmeint, vocational deiveilopmeint, thei fulfillmeint of inmateis’ rights and supeirvision havei beiein impleimeinteid to promotei beihavioral changei and preiveint reioffeinding. Correictional officeirs play roleis in deiveilopmeint programs, asseissmeint, supeirvision, seirviceis and preiparation for social reinteigration. Howeiveir, impleimeintation has not beiein optimal duei to obstacleis reilateid to leigal substancei, structurei and culturei, particularly limiteid peirsonneil, inadeiquatei facilitieis and infrastructurei, oveircrowding, drug deipeindeincei and insufficieint family and community support.
